I am clearly not a Dev, but to the best of my knowledge Dust 514 and Project Legion each have their own separate budge. Which makes sense really, as long as the game remains 'in the black' it makes sense to continue investment in developing it further.
It only makes sense, really. Once people started dropping cash on BPOs again suddenly we get multiple actual patches, which we were told were not possible before... Because they cost money, obviously.

Which is a good thing because then this means Dust 514 is already able to sustain itself thanks to boosters and early-access consumables, BPOs, Jara Kumora, and now (ewwww) respecs. This is completely different from World of Darkness because Dust is at least making money for CCP. WoD didn't even make it to beta testing let alone make a profit. Honestly, I can't help but feel as if Dust has become a test bed for Project Legion. I bet the only reason Legion hasn't been green lit so far is because CCP is waiting on how it turns out for Dust 514. Makes sense this way. If a map, mechanic, and other features can be optimized and made stable in Dust then that means Legion's PC platform will handle it just fine.
It most likely has. The only surprising (or stupid. depending on your POV on fanfest) thing is that CCP took this long to figure it out and went with a "halt dust development completely to focus on legion" model instead.
